Background
The
Government of the Republic of Indonesia established the
following as national targets with regard to basic education
for the country in the Second Long-term National Development
Plan (PJP-II) in order to develop the human resources of the
country.
To achieve nine years
compulsory basic education target by 2008
To upgrade
the teacher’s qualification minimum to D2 (Diploma 2
Program) for primary and to S1 (Bachelor Degree) for
secondary school teachers by 2018
To erase completely from the
country the illiteracy of Indonesian language and
illiteracy of basic knowledge for life
In order to achieve these targets, the government of Indonesia
has begun to develop school facilities and strengthened the
teacher training institutions of the country. In line with
this policy, the government of Indonesia has requested
technical cooperation to the government of Japan to develop
the Mathematics and Science education at Institute of Teacher
Training
and Education (IKIP) at that time.
Both governments signed up the agreement of the Project for
Development of Science and Mathematics teaching for
Primary and Secondary Education in Indonesia on the July
14, 1998 in Jakarta, Indonesia.
